The default value for /var/qmail/control/concurrencyremote is 20.

There is a optional database property for qmail, which is in the config database. The property is called ConcurrencyRemote.
There is a optional database property (does no show unless changed from the default setting) called ConcurrencyRemote for qmail in the config database. The ConcurrencyRemote property changes the value stored in /var/qmail/control/concurrencyremote.
It can be set, for example to decrease the remote concurrency limit
